WorkLog CLI 0.1.1

The shared agent rule now asks for tracking consent before analysis, debugging, implementation, or review begins. Consent or refusal persists for follow-ups; a visited directory or an existing timer does not imply consent.

The rule is directly importable, with workspace project-selection guidance and a documented manual agent acceptance check. No enforcement hook is introduced; model adherence still requires validation in the agent session.

To update a copied rule, copy docs/claude-global-rule.md to your shared rule location and reload instructions. Package upgrades do not update copied rules automatically.

Validation: 32 tests passed; Ruff lint/format, mypy, build and isolated wheel installation passed. Includes wheel and source archive.
