Added plugins for controlling the basemap and for exporting a map region to an image. Created the Lodestar Layer plugin for greater control and customization rendering data in the map region. Create Legend Entry plugin item for greater control and customization of the Legend. Added options in the Zoom plugin to skip the animation and an option to use SDO_GEOMETRY in addition to GeoJSON. Added calls to raise_application_error to all plugins in cases where plugin must be associated to a map region, but isn't.
