Describe the bug
This affects macOS when using the magic trackpad to scroll panels up and down.

I traced it back to #20801 , scrolling works as intended before 38ae3ce .
Steps to reproduce
Enable scrolling in side panels
Try to scroll a long side panel
You will see the panel jumping around, snapping at certain points and you won't be able to position it exactly as you want.
Expected behavior
It should be possible to scroll to the desired position
