avoid relative imports for the whole project

Hi,

the existing lint rule avoid_relative_lib_imports only avoids relative imports in the lib directory.
Is it possible to add a new lint rule like avoid_relative_imports or avoid_relative_test_imports?
It would be very cool to avoid relative imports for the whole project including the test directory.

Hmm, I would say the existing rule should be beefed up.
