Track C Phase 4: kit no longer redeclares substrate bins (closes the hoisting bug); the deterministic driver resolves scm-* bins from the installed scm-utils package. Consumes scm-utils v0.1.0-beta.4 (per-bin lk routing + scm-utils-ref CI). FEIP-8298.
