Design-lane detector additions + scm-utils repoint:
- Pre-reflect whole-table-aggregate check on the test-list DESCRIPTION (mirrors the code-level detector one step earlier; catches the absolute-count defect before an LLM reflect lap). Migration-marker-as-description-check evaluated + rejected (false-positived a legit reversibility round-trip).
- relative-migration-revision test smell: a reversibility test asserting a named column absent after a relative 'downgrade -1' must pin the migration's own revision (a later stacked migration otherwise breaks it — the live F6/S1-broke-F1/S3 par_level halt).
- Repoints bundled scm-utils 0.2.44 -> 0.2.45 (promote workflow self-heal).
