Substrate scm-utils v0.2.30 (playwright E2E port-collision fix), plus an accept-path fix and dashboard polish.

Accept: commits the drive's tracked bookkeeping (workflow-state.json, smells.json, features//pipeline.json) before the merge checkout, so accept no longer aborts with "your local changes would be overwritten" (the recurring HIL where a human commits them by hand). Accept-only + tracked-only, so mid-build commits and the ignored transient churn are untouched.

Dashboard ("Agent Delivery Radiator"):

• Renamed to Agent Delivery Radiator.
• Bigger step-card body font (subtitle · model·effort·turns · duration).
• Build/deploy lane "complete" resets to the step count when a new story begins (keys on the playhead passing ship/promote, not the pin/run-forced state).
• Responsive vitals: Completed·Turns·Tokens wrap + shrink + container-reactive fonts (no overflow on resize).
• Test tally + green bar persist at sprint end (holds the last-known counts once the shipped feature's live CLI stops reporting them).

Typecheck clean; consort suite 3999/4000 (one unrelated live-model judge test drifting at release time), dashboard 392, scm-utils 1146.
