Repoint bundled scm-utils 0.3.1 -> 0.3.2, so scaffolded projects pick up both live-run fixes:

  • The alembic runner falls back to uv run alembic for a never-synced uv project (auto-creates the venv + syncs declared deps first), so lk lakebase-new-migration no longer fails ENOENT on a fresh/rehydrated clone with no .venv.
  • The scaffolded Playwright config self-allocates a FREE port via the shared port-utils.sh free_port helper when E2E_BACKEND_PORT / E2E_CLIENT_PORT are not handed in (e.g. a direct npx playwright test), so a stale server on 8000/5173 no longer makes webServer hard-fail.

Repoint-only (no consort source change). Full BDD suite 4563 green.
