Repoint scm-utils 0.3.8→0.3.9.
Build-lane waste elimination (opt): a per-cycle GREEN for a PURE-BACKEND story (no client/component/e2e test) skips the uvicorn serving app (start/poll/stop) AND the client Vitest/E2E pass, running the in-process backend pytest alone. The serving app is needed only for the client Vitest (real backend) + Playwright E2E; backend pytest is in-process. Only an explicit backend-only story skips (Python only); non-Python projects and the REFACTOR + feature-deploy gates run the full pass. Paired with scm-utils 0.3.9's autouse-restore scoping, the backend pass is substantially faster on migration-heavy stories.
New test-smell gate — unpinned-schema-diff-baseline: a verify/build test that runs lakebase-schema-diff with no --against baseline is unsatisfiable — the CLI resolves the comparison branch from metadata (the branch's own parent), and under the verify the branch is an ephemeral child of an already-migrated experiment branch, so the parent-aware diff is empty and the assertion can never pass by any product change. Classified AUTHOR_LAYER; the green-failure path now scans test-smells on a FAILING verify too, so it escalates deterministically to the test's author with the exact remedy (pin --against, or assert the migration's own before/after on an isolated @pytest.mark.migration branch) instead of a Navigator assess turn.
refreshSurface reporter-refresh: consort-upgrade force-copies the scm-utils reporter conftests (common/tests/e2e + python/tests) from node_modules so an upgraded project gets the current reporters.
