Fix env dependency version wildcards being treated as file paths - #6555

Serverless environment dependencies like `numpy==2.5.*` failed to deploy with "no files match pattern" because the PyPI package regex in IsLibraryLocal rejected the trailing `.*` wildcard. The dependency then fell through to IsLocalPath, was treated as a local file, and was glob-expanded. PEP 440 permits a trailing `.*` for prefix matching with `==` and `!=` (and pip accepts it), so allow it in the version specifier regex. Fixes #6552 Co-authored-by: Isaac <no-reply@databricks.com>
