Dev, test, and CI need production-shaped data — but never the real rows.

Added

  • Governed synthetic data — datacharter synth <relation>. Generate schema-matched rows that hold no real data. PII columns come out as clearly-synthetic stand-ins (user1234@example.com, +1-555-01xx), never a real value. The generator reads the same charter.yaml that guards production, so your fixtures inherit the same PII policy. --rows, --seed (reproducible), -o, --format csv|json.

Verified end-to-end: wheel gate, browser journey, live agent round.
