This PR adds the CDCWonder_NNDSS_InfectiousAnnual import for CDC WONDER Notifiable Infectious Diseases Annual Summary data along with its associated property-value maps (age_pvmap.csv, region_state_pvmap.csv, race_region_sex_ethnicity_pvmap.csv), metadata configuration, test data, and README.md documentation to support semi-automatic data refresh across demographic and geographic breakdowns (2016–2023).
