Fix resend rate-limit token wasted on infra failures: a failed OTP email send (mail provider hiccup, missing order/item) no longer counts against the customer's 3/hour resend quota. Previously a transient delivery failure could hard-lock a legitimate customer out for an hour with zero codes actually delivered.
