Fixed

• Exclude revocation_error rows from the backfill seat-ranking query (recipient_index_within_effective_quantity()), matching the exclusion used everywhere else in the entitlements code. Previously a recipient whose Drive-side revocation was stuck retrying could still be counted as occupying a paid seat, letting them receive brand-new Drive resources when a product's assets change even though their entitlement should be dead.
