Each project is reconciled only by the replica that owns it.
What's new
- One replica per project. NSO now uses a fork of multicluster-runtime that skips a reconcile on a replica that does not own the project, so the three replicas stop repeating each other's work and writes. Webhooks and cross-project reads still reach every project. A stopping replica also gives up its projects without waiting for its lease to expire. (#320)
No schema changes. Existing resources keep working without any conversion.
multicluster-runtime comes from the fork
