Reliable tests across agent sessions

  • The EXP-01 runner fixture now uses its declared Codex identity even when the developer is in a Claude session. This resolves #379.
  • The merge-range Git fixture disables automatic maintenance that could race teardown. The test suite's shared bounded cleanup remains in place. Broader temp Git fixture work remains tracked in #384.
  • The changed fixtures run in macOS and Windows CI as well as the Node 22/24 release gate.

Known follow-up: #293 tracks an intermittent concurrent lock stress failure observed during release qualification. The exact cause remains under investigation; the release gate passed on the same commit after a Node 22 rerun.
