Regarding this tool, as to whether it's safe or not,at the code level or in terms of data theft, it is safe, and the code is open/freely available so you can review it yourself.
As for Instagram bans or restrictions, there can always be some risk if you abuse it or lower the time limits too much.

Just to add something concrete for anyone still unsure: I went through
the source before running it. Every request it makes goes to
instagram.com itself — the scan only hits Instagram's own read-only
endpoint, and unfollow only fires for accounts you explicitly select.

The only thing it reads locally is your own csrftoken cookie, reused
to authenticate as you (same as the site already does internally).

Nothing gets sent anywhere else. Whitelist and settings are just
localStorage, which stays in your browser only, no one else (not the
tool, not a server, not the dev) can see it, your account, or your
password from that.

Que yo sepa, no, al menos no de este proyecto, que está pensado
específicamente para detectar y quitar gente que no te sigue de
vuelta, no para seguir a gente nueva. Y ojo con ese tipo de
herramientas en general: automatizar el seguir en masa a partir de
una audiencia "scrapeada" suele ser mucho más arriesgado para la
cuenta (por la detección de bots de Instagram) que algo como esto,
que solo hace unfollow.
