Snipping-tool style region picker with dark overlay

Replaces the click-through invisible overlay with a proper dark
semi-transparent overlay, crosshair cursor, blue border around the
selection, and Escape to cancel. Multi-monitor aware.

The autohotkey.com URL wasn't downloading properly in CI.
Switch to PowerShell + GitHub releases direct link.
