Fixed (release pipeline)

• Releases now ship a delta package again. The vpk download github
  step fetched the prior release's *-full.nupkg into vpk's default
  folder, but vpk pack --outputDir velopack-output only scans
  velopack-output. Pack therefore never saw the previous release and
  every build shipped full-only, with no delta — forcing users to
  re-download the whole app on each update. The download step now writes
  to --outputDir velopack-output so pack finds the prior *-full.nupkg
  and computes a proper *-delta.nupkg.
