Is there a way to query whether center_horiz is enabled?

I've put the following into my scroll configuration with the intention of being able to make the currently focussed window centered and also to disable this behaviour with a separate shortcut:

I would like to merge these two shortcuts into one so that pressing only c toggles between the two states.

I think one way to do this would be to query whether center_horiz (or something related to it) is active and write a condition inside a script or a program based on that. Is this even possible?

I've checked the output of scrollmsg -t get_tree on scroll 1.12.21 and I didn't find anything usable in this regard.
