Enhancement: Remove Filter Box if Clicked Again

When clicking the filter icon a second time while the filter box is displayed, the filter box should disappear and not reappear again.

It's now being tracked on Ag Grids end: AG-16350 Column Header filter/menu buttons reopen their popups when clicked a second time instead of simply closing

Gave up waiting, I have fixed this from my side, fix is in 1.38.0 which has been released.
