As a contributor to the Oros healthcare data quality ecosystem — from software engineers to clinical informaticians to stewards — I want a governance system that makes authority legible, delegation safe, and attribution fair, so that we can sustain trusted, open-source healthcare infrastructure across institutions without central gatekeepers or over-broad permissions.
Done means:
- A running governance system that represents steward roles, supports delegation and revocation, records validated decisions, and attributes contributions. The system is exercised off-chain and PHI-free for at least one real contribution cycle.
- The governance team confirms the system accurately reflects the intended social policy: authority is legible, attribution feels fair, and the operational burden is acceptable.
- We have tried trust-weighted peer certification (apprentice/ journeyman/master or similar) and either run it for several months to the satisfaction of a growing contributor community, or replaced it with something that better helps grow a contributor base.
- We know what choices remain for scaling, hardening, and on-chain anchoring, and we have a roadmap for them. Patient consent (e.g. #26) and production healthcare deployment are deferred but architecturally provided for.
Non-goals: full DAO, token economics, governance of agentic AI workflows, or commitment to any specific infrastructure platform.
