Version 0.7.0

This is a new release of the dcos CLI for 1.12 clusters. The download link in the GUI for 1.12 clusters has been updated to include this release. Changes since the last release include:

BREAKING CHANGES:

• Drop support for DCOS_CONFIG, DCOS_CLUSTER_NAME environment variables

• Print a warning when using the CLI against a non 1.12 cluster (DCOS_OSS-4371)
• Fix inconsistencies in the main help output (DCOS-16013)
