3.0.0 - Tag Slasher

This release is only for the ForgeScript version of the bot. Do not use it if you're running the normal version of Dodo-Bot.

• Bumped @dotenvx/dotenvx package to version 1.44.0
• Bumped ForgeScript version to 2.3.0
• say command no longer uses the old implementation from 2.0.0 of v2
• Changed the default embed color to be not too similar to v2's one
  • This is done so to differentiate between Rebase and v2
• Made it so that the error for non existing banners in banner refers to you if no one was mentioned
