PULSE v0.1.0 research artifact

Reproducibility artifact for the PULSE KGMDSE 2026 short paper. Includes the language kernel, EBNF grammar, LinkML and strict JSON metamodels, four executable examples, 16 conformance tests, the external OPM-derived competency-question case, and a machine-readable validation report. This release does not claim complete ISO 19450 OPM or SysML v2 conformance.
