Manifest merge tool can't merge arrays in plist

Describe the bug (REQUIRED)
Array in plist file becomes separate fields after the merging tool.

To Reproduce (REQUIRED)
Add the following plist file to NE manifests/ios
Info.plist.zip

Expected behavior (REQUIRED)
The array should stay array after the merging tool.

Defold version (REQUIRED):

• Version 1.2.172

Platforms (REQUIRED):

• Platforms:iOS

Workaround (OPTIONAL):
Copy paste plist from builtins and paste array manually.

it looks like the same issue I solved for provisioning.
We should use org.apache.commons.configuration2.plist.XMLPropertyListConfiguration instead of import org.apache.commons.configuration.plist.XMLPropertyListConfiguration; on extender server (manifest merging tool now works on extender side)
