Maintenance release.

create_webhook output no longer includes the full signing secret by default. Set DELEGA_REVEAL_WEBHOOK_SECRETS=1 to display it once on creation.
Quieter error logging by default; set DELEGA_DEBUG=1 for verbose error output.
