fix: resolve CI failures for pytest imports and pyright on Linux

- Add pythonpath = ["."] to pytest config so `from tests.conftest`
  resolves on CI where tests/ isn't on sys.path by default
- Guard winreg usage with sys.platform == "win32" so pyright on
  Linux doesn't flag the Windows-only attributes
