Update to vic3 version 1.4.1

  • Updated all triggers, effects, scopes, and modifiers
  • Added support for new sub directories
  • Several bug fixes and better exception handling
  • No longer load dynamic modifiers, this increased startup and syntax performance but needs a rework in the future to fix issues with dynamic modifiers in syntax highlighting
