v4.0.0 - Rails 7.0 and Ruby 3.2

What's Changed

• Upgrade to Rails 7.0
• Recommended Ruby version is now 3.2
• Paper Trail Manager is no longer a dependency
  • It has been integrated in to Calagator itself.
  • This has been done to reduce the overhead of maintaining a separate gem.
