This release adds a real FRED permissions/compliance layer to reserve, including citation handling, permission-aware blocking, and better local cache hygiene around rights metadata.

Summary

  • FRED permissions and citation enforcement
  • Permission-aware blocking for restricted or ambiguous series
  • Local grant/revoke workflow for authorized restricted series
  • Citation text now flows through table, JSON, and CSV output
  • Rights metadata cached locally with rebuild/reset support
  • Better cache inventory, per-series cleanup, and canonical cache selection
  • Stability fixes for structured observation output and release/test workflows

Details

  • Added FRED rights/compliance classification for series metadata:
    • copyrighted: pre-approval required
    • copyrighted: citation required
    • public domain: citation requested
    • ambiguous/unknown rights handling
  • Added permission-aware blocking for restricted series, including clear blocked messages when a series requires prior permission or has ambiguous rights metadata
  • Added citation-aware rendering so required/requested citation text is carried through output formats:
    • citation footer in table output
    • citation fields in JSON
    • citation_text column in CSV
  • Added local permission override workflow for legitimately authorized users:
    • reserve config grant <SERIES_ID>
    • reserve config revoke <SERIES_ID>
    • reserve config list-grants
  • Added rights metadata persistence and refresh behavior in the local store, including one-time rights-index backfill for cached series
  • Added reserve cache reset-backfill so the local rights index can be rebuilt cleanly when needed
  • Improved cache stability for observation reads:
    • canonical selection of the widest local observation set when multiple cached variants exist
    • warnings when multiple cached sets exist for the same series
    • targeted cleanup with reserve cache clear --series
    • inventory view via reserve cache inventory for local coverage, gaps, metadata presence, and action hints
  • Improved obs latest / structured output stability so numeric values and citation metadata round-trip correctly
  • Improved release/build hygiene and operational stability:
    • stripped production builds for smaller binaries
    • safer test behavior in restricted/offline environments
    • lightweight reserve update check support via release manifest
