Adds a soft-launch snippet library foundation for reusable pipelines, hardens batch concurrency tests with deterministic synctest coverage, and improves ASCII chart value label consistency.

• New snippet command family: snippet set, snippet list, snippet get, snippet run, and snippet delete.
• Snippet libraries are filesystem-backed and designed for scalable sharing and growth beyond local one-off command notes.
• Added Snippet Contracts integration coverage to verify snippet CLI help surface and core behavior.

Changed

• snippet set validates snippet names and empty commands.
• snippet list now displays NAME and DESCRIPTION for a compact local snippet catalog.
• batchGetObs and batchGetSeries now have deterministic testing/synctest coverage for concurrency caps, ordering, warnings, and fallback behavior.
• Batch concurrency integration tests no longer rely on time.Sleep and now use deterministic request gating.

Fixed

• Horizontal ASCII chart bar values now render with fixed two-decimal labels (for example 59.00) to keep value columns visually aligned.
• transform pipeline commands now preserve citation metadata from upstream JSONL input so source attribution is retained in transformed outputs (including resample workflows).

Verification

• make test passes.
• go test ./cmd ./internal/... ./tests passes.
• Release docs/manifests updated for v1.1.7.
• release-manifest.json now points to v1.1.7.
