Narrows the v0.3.7 held-input change to just the function buttons (ENTER, EXIT, HELP, ABC), which are the only inputs games re-check during holds.

Joystick input goes back to pure press/release reporting, removing any chance of held directions acting like repeated flicks. Hold-to-drive prompts still respond within a couple of seconds.
