PR #30 实质变更了文件访问的隐私表述但未更新「最后更新」日期（Codex review 指出）。本 PR 将中英文 privacy 页面日期更新为 2026-07-18。
Follow-up to #30: the privacy disclosure changed materially but the Last Updated date was left at July 16; bump it to July 18, 2026 in both locales.
