chore(deps): allow astro@7.0.4 and vite@8.1.2 past minimum release age

The majors bump pulls in astro@7.0.4 and vite@8.1.2, both published
within pnpm's 24h minimumReleaseAge window, so `pnpm install
--frozen-lockfile` fails the supply-chain policy in every CI job.

Refresh minimumReleaseAgeExclude to the freshly-bumped versions; the
previous entries (astro@6.4.3, @astrojs/react@5.0.7) are no longer in
the lockfile. Both new versions ship SLSA provenance attestations
published via GitHub Actions.
