vdi2770-validate 0.10.0

Who should take this release: anyone who hands over a file whose declared media type and file name might not agree, anyone whose delivery declares what its documents are about, and anyone reading this project's pages to decide whether to depend on it. One rule reads more than it read before and one is new, so a delivery that passed may now draw a warning — which is why this is a minor release and not a patch. Nothing else moves a verdict, except that a file cut short or with bytes in front of it, which earlier releases passed, is refused -- the repair that went out as 0.9.7, carried here -- and one change below moves the error count for a delivery whose documents arrived as folders — read that one if a gate of yours reads a number. The rest is this repository's pages about itself, corrected against what it has measured — most of them narrowed, one of them made to admit more.

One file, no install

for a machine that may not install packages.
