Release v0.7.0: DevCat CLI (devcat serve) and terminal installs

- `devcat serve`: remote access for DevCat Mobile and phone browsers without a window.
  Pairing QR in the terminal, phones approved there (or --approve), commands for
  devices / access / revoke / log / status.
- CLI-only build (`--no-default-features`): no Tauri / WebKit / GTK, for servers.
- Backend events go through events.rs (windows and phones); commands take the app
  state and owner as plain arguments, so they run with or without Tauri.
- Release CI builds the CLI for macOS, Linux (x64, arm64) and Windows, plus
  SHA256SUMS.txt; install.sh / install.ps1 served from GitHub Pages; Homebrew tap
  source in packaging/homebrew-tap.
