Adds an ARM64 (aarch64) build for Raspberry Pi Compute Module 5 and similar Linux devices. The ARM64 package supports SAM, Atari ST Speech, SmoothTalker, Monolog, Prose 2000, DoubleTalk PC, BeSTSpeech, SoftVoice, and Amiga Narrator. WinTalker remains x86_64-only because its required Windows DLL and Wine host are x86-64.\n\nThis release also shortens sustained pauses across all engines for more responsive screen-reader navigation and enables WinTalker's native 30 percent pause setting.\n\nThe ARM64 binaries were cross-compiled with Arm GNU Toolchain 15.2.Rel1 and smoke-tested under QEMU aarch64. Physical Compute Module latency testing is still recommended.
