Captures the strategy that turns the project's goals (zero-copy/performance, keripy parity, DevX, crypto currency) into phased work: Phase 0 instruments (benchmarks/fuzzing/differential tests) before Phase 1 perf, then Phase 2 DevX and Phase 3 crypto currency, plus the 4-pillar intelligence-watcher engine.
