fix(ci): prevent Windows build failure due to missing .cargo-lock file

- Updated GitHub Actions workflow to safely remove  before building.
- Switched to  in Bash instead of  to prevent errors if the file is missing.
- Ensured cross-platform compatibility by using  on Windows.
- Added  to remove any stale build artifacts.

This fixes the build failure caused by locked or missing  on Windows.
