Work is tracked in a gitignored local file, so nothing survives the session that wrote it #178

There are no issues, no board, and no unit of work smaller than a pull request. Everything in flight lives in .work-files/, which is gitignored, or in a session's context, which ends with the session.

The cost is concrete and was paid several times: a constraint discovered once gets rediscovered later, and an old branch's diff is computed against today's main and can delete work merged since.

This issue is itself the first step — the backlog that existed only in one session's context is now #171 through #177. What remains is to decide whether issues are the tracker going forward, with a label vocabulary, or whether something else is.
