Fixed

• The one-line installer, run where the app is already installed, prints the phone address and its
  QR code from the version that runs. herdr's plugin directory keeps the version first installed
  (in-app updates run from ~/.config/herdr-web-ui/updates), so it used to find no phone step
  there and only said to update. A running version from before 0.3.22 gets the address it already
  knows, as a QR code.
