Release the reviewed VS Code extension as a GitHub VSIX package. Includes local scoring and paragraph diagnostics, CLI audit reports, verified selection rewrites with diff confirmation, and settings without embedded models or API-key storage.

Validation: 9 unit tests, syntax lint, independent code/packaging review, and actual VS Code 1.85.0 and 1.134.0 hosts. The nine-file VSIX matches committed source. Patina CLI 8.2.0 is now published and its fresh-install inspection smoke passed.

This is a GitHub VSIX distribution, not a Marketplace publication.
