What's changed
- Update all Rust dependencies, including libp2p 0.57.1 and Gossipsub 0.50.1, with upstream security and reliability fixes. (#26)
- Reduce the maximum encoded offer size from 300 KiB to 100 KiB (102,400 bytes). Offers above this limit are rejected and are not relayed. (#27)

Upgrade notes
- The 100 KiB offer limit is an intentional behavior change.
- HTTPS offer hooks now use the system certificate store through Reqwest's defaults.
