v0.54.0: Support BoringSSL in QUIC-GO when encrypting packets

- Add support for BoringSSL which is controlled by an environment variable.
- Include logic that when the first nonce of xorNonceAEAD isn't the nonce = 0 then it provides one.
- Use conditional compilation to support Go without BoringSSL
