🐛 Bug Fixes

Bulk Downloads Respect Storage Config (PR #493 by @OvO-vel)

• Fixes issue #381 - major user pain point eliminated
• download_bulk_data() now properly respects use_local_storage() configuration
• Multi-gigabyte downloads go to configured directory as expected
