Fixed

• forecast showed $0 (timezone mismatch): dayjs() returned local date while
  SQLite date(timestamp) is UTC, so daily_summaries range queries missed
  today's rows when the local clock was behind UTC. Fixed by using dayjs.utc()
  so the period start/end always matches the UTC dates stored in the DB.
• sessions <partial-id> returned "not found": the list shows 8-char ID
  prefixes but the detail view required an exact match. Now accepts both full UUIDs
  and any prefix via session_id LIKE ? || '%'.
• import --external --dry-run crashed with raw ENOENT on a missing file:
  the dry-run path bypassed the existence check that the live path had. Both paths
  now consistently show "No importable sessions found" (exit 0) when the file is
  absent. A file that exists but is unparseable still exits 1 with the parse error.
