Make mise the source of truth for the Go toolchain, development tools, and shared project commands. CI now installs only the tools each job needs and delegates builds, linting, and releases to mise. Remove Homebrew publishing and use the repository-scoped GitHub token for release creation, while retaining keyless Cosign signing.
