Fixed in v3.7.3 (commit edd6941 on branch release/v3.7.3).

The migration runner now handles Windows environments where CI build-time paths leak into the bundle as invalid file:// URLs. The fix adds:

1. Direct URL path extraction with decodeURIComponent when fileURLToPath fails
2. A process.cwd() fallback that searches common app root paths
