RangeScout 1.6.4

RangeScout 1.6.4 is a narrowly scoped Windows startup hotfix. It preserves the RangeScout 1.6.3 watchlist correction and the existing workstation behavior.

Windows startup correction

RangeScout now launches successfully on the clean Windows configuration validated by Independent QA. The failure was caused by PyInstaller collecting a package-local icuuc.dll that shadowed the Windows ICU compatibility DLL required by Qt. When QtCore attempted to load, the bundled ICU library did not provide the required compatibility procedure.

The 1.6.4 release pipeline removes that prohibited shadow DLL and fails closed if dependency collection introduces it again. The Windows build environment is reproducibly pinned across Python, Qt/PySide6, Shiboken, PyInstaller, and PyInstaller hooks. Packaging also audits critical runtime files, rejects duplicate or conflicting QtCore runtimes, launches the frozen executable as a build gate, and ensures installer upgrades replace the previous internal runtime tree.

Independent QA verified both a clean fresh install and an in-place upgrade from public RangeScout 1.6.3 to 1.6.4. The upgrade removed the stale ICU file, produced the same runtime inventory as the clean install, preserved user AppData, and retained the 1.6.3 selected-watchlist, single-symbol Add/Remove, Active Symbol quick-add, watched-state, ticker/runtime, and scanner refresh fixes.
